Combine all the ingredients for the hibiscus syrup in a saucepan and simmer for a few minutes until slightly thickened. Strain and set aside to cool.
Blend the raspberries in a blender cup to make a smooth puree.
Add a tbsp of hibiscus syrup to the bottom of two glasses. Top with a shot of raspberry puree, fill with crushed ice, and then pour over the water kefir.
